Joseph Rowntree Housing Trust

The Joseph Rowntree Housing Trust (JRHT) owns and manages approximately 2,600 homes in and around York, Leeds, Scarborough, Hartlepool and rural Ryedale villages. The properties include a broad mix of archetypes including houses, flats and single rooms as part of residential care or supported housing settings.  

JRHT had little confidence in its stock condition data following the implementation of Keystone software in 2008. Watts brought a wealth of experience undertaking large scale surveys across the Public Sector working in partnership with the client Asset Management team to ensure that data was accurate, consistent with the rationale behind decision making and hierarchies while also leaving a legacy that would provide the right quality data in the future.

Watts undertook a 100% stock condition survey including Energy Performance Certificate (EPC) where appropriate and associated thermal performance data along with HHSRS assessments. Our role included full project management of the survey, resident liaison, along with the data management, validation and uploading process for the Joseph Rowntree Housing Trust (JRHT). Our survey management team worked in partnership with JRHT Asset Management Team utilising Civica’s Keystone software and the Foundation data collection tool via user licences ensuring data was accurate and fit for purpose to support investment planning decisions and a robust approach to retrofit in line with PAS2035 requirements. 

The village is also unique as it is around 100 years old and many of the buildings are listed as being of architectural importance.

Description of services

  • Validated and corrected asset data such as archetype, amenities and details of asset and component hierarchy.
  • Gathered all data necessary to comply with the Regulator of Social Housing’s requirements for Registered Providers.
  • Provided all data for Keystone to calculate Decency and HHSRS risks.
  • Collected age, remaining life and condition data.
  • Provided data to generate accurate EPCs and lodged these with Elmhurst.
  • Provided digital images of key components and defects.
  • Liaised with residents, arranged and managed appointments.
  • Uploaded completed and validated surveys direct to the Keystone system.
